Budget Consultation 2019/20

Purpose of the consultation

The Council is setting out proposals, which will form part of its budget in 2019/20. A report was considered by the Council’s Cabinet on Tuesday 27 November when these were discussed. The full Pre-Budget Report can be found below in the supporting documents section.

These plans are being used as the basis for consultation.

We are keen to identify proposals that maintain front-line services and continue to support people who face difficult circumstances. This includes supporting families and individuals in temporary and supported accommodation which will cost an additional £2.9m in 2019/20. Overall the Council is managing to balance the books in 2019/20 by identifying new commercial income streams, increasing its tax revenues and through other technical measures. However, the report warns of future financial problems facing the local authority which has a £17m funding gap in 2020/21. 

The consultation paper includes a proposed council tax increase of 2.9 per cent in line with Government guidelines. For the majority of Coventry households this would mean an annual increase of around £36 – the equivalent of 70p per week. The final Budget proposals and any Council Tax increase will be subject to Council approval in February 2019.

The report lists proposals that would help in securing additional income. These are set out in the Appendix to the Cabinet report which can be found below in the Supporting Documents Section. 

The items that we think might most affect some residents are listed below. We would be particularly interested to hear views on these areas.

* Undertake additional parking enforcement during peak evenings.

* Procure an Automatic Number Plate Recognition car to capture offences (parking on school zig-zags, red lines, taxi ranks) and assist with enforcement issues (residents' parking).

* Charging to park at the War Memorial Park for the Godiva Festival.

* Install additional cameras to enable enforcement of existing bus lanes.


At the same time the Council is investing in the regeneration and the growth of the city and the report also sets the Council’s capital spending plans for the year.
